Try making your digital scrapbook pages at CropMom. http://www.cropmom.com It's easy to use and has lots of digital scrapbook graphics that you can use in your layouts. You can also add your own text.

If you want software that you can download, try GIMP. It's free and it's on par with Adobe Photoshop. Be forwarned: you'll have to spend some time learning how to use it because it's not easy. Once you have figured out how to use it, you can go find some digital scrapbook kits (free or ones you pay for) at any of the hundreds of digital scrapbook stores on the Web.

The higher-end software is going to cost money. That includes Adobe Photoshop and Adobe Photoshop Elements and Corel Paint Shop Pro.
References :
http://www.cropmom.com

iphoto or lightroom or aperture would probably do what you need it to.

iphoto and aperture can be downloaded free (aperture is free for only 30 days) at apple.com

lightroom is a trial for 30 program as well at adobe.com
